Carebear Warfare's guild bank has four tabs. Although anyone can deposit items into the bank, only guild officers can remove them. No one is required to donate items to the bank. If you wish to do so it's probably best to mail them to either Varak or Tormentia. Unneeded items will be sold and the cash deposited into the bank, to cover repair costs for members.

If you wish to receive an item from the guild bank, message one of the guild officers, or send them a request via mail. If you mail a request, include the exact item name, the bank tab that the item is in, and the column number (column 1 is the farthest left).
